What is the 4th global Telecentre forum?
It is an ICT4D conference known as spark13 where many distinguished ICT4D speakers and Telecentres leaders will address the conference (agenda) and share their experiences, accumulated knowledge and best practices. It is expected to connect more than 1300 attendees to a network of organizations and individuals who share a common vision of the power of technology to create opportunities, generate sustainable growth, and enable partnerships. The chairman of GDCO Sudan and President of GK3 Conference and a telecentre sword gift
The Telecentre program was born under Canada’s International Development Research Centre (IDRC) in 2005 as an organization known as Telecentre.org and joined by Microsoft and Swiss development fund. The organization was developed as Telecentre.org Foundation which worked with hundreds of networks, partners and organizations all over the world to make grassroots Telecentres stronger and more sustainable. The turnover of Telecentres from the first phase in Canada (Telecentre.org) to the 2nd phase as foundation took place in March 2010 as Philippine-based non-profit organization. During the first phase the global Telecentre academy was founded. The first Telecentre global forum (limited to founders) was held in Tunisia (2005) at the world summit on the information society (WSIS 2005). The second Telecentre global forum took place in Kuala Lumpur - Malaysia (2007) as part of the 3rd global knowledge conference (GK3) which was attended by 1766 participants. Information and communications technologies (ICTs) are playing an important role in the daily lives of people. Generally, ICT is not the basic human need like food, water or shelter but if used perfect, it can be. Information communications technologies (ICTs) bring fundamental changes to the way we work and strongly connected people with each other. There are large numbers of illiterate people in developing countries. Millions of children and young are out of school due to war, climate change, digital divide, marginalization and poverty. Millions of acres are grown with crops with low yield, lack of extension services and limited resources of technology. There are limited medical services and it is completely absent in many rural areas. People with disability are suffering from the ignorance. Sudanese Universities has a deficit in computers equipment and other practical equipment and this is why the students when they are graduated are very weak in practical and application of what they studied. All these created a big digital and Telecentres are the best Information and communication technologies (ICTs) tools to empower marginalized, disadvantage and underserved communities to bridge this digital divide and support the government provide education, medical, agricultural and other fundamental services. Theses challenged forced GDCO with its partners to find ways to tackle them. The World Summit on the Information Society Forum 2013 represents the world’s largest annual gathering of the ‘ICT for development’ community. This forum will provide structured opportunities to network, learn and participate in multi-stakeholder discussions and consultations on WSIS implementation. This event builds upon the tradition of annual WSIS May meetings, and its format is the result of open consultations with all WSIS Stakeholders. The agenda and program of the WSIS Forum is built on the basis of official submissions received during the Open Consultation Process. The WSIS Forum 2013 Open Consultation Process on the Thematic Aspects and Innovations on the Format is structured in five phases and will begin on 8 October 2012.

The WSIS Forum 2013 will offer a diverse range of interactions, including high level dialogues, WSIS Action Line Facilitation meetings, interactive sessions, thematic workshops, country workshops, knowledge exchanges and exhibitions.
High Level Dialogues
The high level dialogues provide a interesting blend of an expert panel and audience interaction on specific topics identified as relevant and crucial within the mandate of the WSIS.
Action Line Facilitators Meeting
On an annual basis the WSIS Action Line Facilitator's meeting provides a platform for all focal points facilitating action lines to report their success stories and challenges. Action line facilitators provide updates and report on the activities carried out by each action line during the year and provide a report on their respective Action Line Facilitation meetings during the WSIS Forum.
Action Line Facilitation Meetings
The Tunis Agenda for the Information Society states that the WSIS implementation mechanism at the international level should be organized taking into account the themes and action lines in the Geneva Plan of Action, and moderated or facilitated by UN agencies when appropriate. It also states that ITU, UNESCO and UNDP should play a leading facilitating role in the implementation of the Geneva Plan of Action.
Each year, during the WSIS Forums held in May, the WSIS Action Line Facilitators: Provide reports on the year's activities on their respective Action Lines Organize Interactive Action Line Facilitation Meetings on their respective Action Lines.
Interactive Sessions
Interactive sessions provide workshop style interaction amongst the participants and the panellists. The panellists provide an introduction to the framework of the session and act as moderators, while the participants are encouraged to drive the session discussion.
